Orange County RACES
OCRACES is the middle part of the state emergency operations.  It is between state and city disaster services.  The county is called upon if a city needs assets to help in a disaster.  Already in service, the county offers radio repeaters that the cities can use.  Naturally, the county will call upon the state for help if the county is in need.
City RACES groups, including Placentia, will conduct practice drills throughout the year with the county RACES group.  The above web site is a portal view into the county RACES operation.

The broadcast information includes time announcements, standard time intervals, standard frequencies, UT1 time corrections, a BCD time code, geophysical alerts and marine storm warnings.  Radio logs are some times kept in GMT time.  This is especially true when communicating across time zones.  High frequency band communications can cover vast distances and GMT time is often used because the time specified is the same.
